S Pass vs Employment Pass Singapore

Most expat candidates targeting Singapore assume there is only one work pass that matters — the Employment Pass. That assumption costs time. If your target salary sits below the EP floor, the S Pass is the pass you actually need to understand, and it works differently in ways that affect which jobs are worth applying to.

What is the Employment Pass

The Employment Pass (EP) is for foreign professionals in managerial, executive, or specialised roles. It is uncapped at the employer level (no quota), carries no levy, and is the default pass for PMET-level hires. Since September 2023, all new EP applications must clear both a qualifying salary floor and score at least 40 points on the COMPASS framework.

What is the S Pass

The S Pass is for mid-skilled foreign workers — technicians, associate-level roles, and skilled trades. It has a lower salary floor than the EP, but employers face two structural constraints: a quota that caps the percentage of S Pass holders in their workforce, and a monthly levy per S Pass worker. There is no COMPASS requirement for S Pass, but skills declaration and sector rules still apply.

Qualifying salary: the fastest way to know which pass fits

Salary is usually the deciding factor. Both passes benchmark against the top third of local PMET salaries by age, but the S Pass floor sits noticeably lower.

If a listed role pays $4,500/month for a 30-year-old candidate in tech, that is an S Pass role, not an EP role. Applying with EP expectations is a waste of both sides' time.

Do S Pass holders need COMPASS points

No. COMPASS applies only to EP applications. This is one of the most misunderstood distinctions. The EP has neither quota nor levy. That is a large part of why some employers prefer to hire at EP salary levels even when the role itself could technically be filled at S Pass level — the operational overhead is lower.

For candidates targeting Singapore with family, the salary floor for dependents matters more than the pass type itself.

Renewal risk: EP is more stable

EP is currently issued for up to 2 years (first issue) or 3 years (renewal). S Pass follows a similar pattern but sits closer to sector-level quota and levy changes, which the government adjusts periodically. In practice, S Pass renewals are more exposed to policy shifts on foreign worker dependency ratios. EP renewals depend on continued COMPASS pass and the employer maintaining the role.

Which one do you actually need

Answer three questions in order:

  1. What is the salary range of the roles you are targeting? Below the EP floor for your age — this is an S Pass search. At or above the EP floor — you can target either, but employers usually default to EP.
  2. What is your seniority level? Manager, senior specialist, or leadership — EP. Technician, associate, or mid-skilled — S Pass.
  3. Do you need to bring family? If yes, and you can clear the $6,000 dependent floor, either pass works. If your target salary is below $6,000, only single-status roles are realistic.

Once you know which pass you are targeting, you can filter listings meaningfully. Job boards do not label roles by pass type, but salary bands and job levels usually tell you enough.
